Restares is an Alethi Brightlord. He is working with Amaram and advises him to steal the shards that Kaladin won. King Gavilar mentions him as a potential suspect to be behind his assassination before founding out that the Parshendi employed "the Assassin in White" (TWoK, Prologue)
